investment of $5.50 for every $1 of taxpayer funding, according to a new study. 
Commissioned by the state Department of Education’s Office of Commonwealth 
Libraries, the study was funded with about $110,000 from an annual federal grant, 
said Glenn Miller, Pennsylvania Library Association executive director....
