the Literacy Empowerment Foundation -- an operation out of PA - inviting your school or other literacy project to apply for FREE books for Read Across America Day -- we have a caution note, as follows: 

The Literacy Empowerment Foundation is not authorized by NEA's Read Across America to make any special offerings for Read Across America Day and has been asked time and again to stop using RAA for its own promotions. You'll note that you have to order 100 titles, pay for shipping, handling, and administrative costs, and there is no guarantee to the quality of the books. 

The group is apparently not recognized by the state the State of Pennsylvania, where it allegedly is located.
