[CALIBK12] California: Low reading scores, few school librarians

At a recent faculty meeting, we learned that last year's 10th graders  scored 
substantially lower on the CAHSEE.  
 
I pointed out that that cohort were in 8th grade when nearly all of the  
secondary school librarians in Oakland lost their jobs and were returned to the  
classroom.  They spent their final year of middle school w/o a  librarian.  I'm 
one of those "librarians in exile."
