[CALIBK12] Can LMT serve on SSC as a "TEACHER"?

I served on site council for 2 years. I was reelected to serve again
this year and now my new program manager has received this email from
our district stating I am not qualified to serve as a teacher. Can
anyone clarify this for us? 

This is the email:

Yesterday, at the Categorical CPM Compliance Training held @ "E" St.,
there was discussion regarding School Site Council membership. 

SSC  membership for secondary schools requires that we have (4)
teachers to serve on the SSC and (1) other, usually classified
personnel.  

It was my understanding that the 4 teachers may not be Resource
Teachers, TSAs, Library Media Teachers or Administrators.  However,
Resource Teachers, TSAs, Library Media Teachers or Administrators may be
elected under the category of "Other" as well as any of the site
classified staff.
