[CALIBK12] QUERY: Consequences for Textbook Non-Return

My district is working on procedures/consequences for textbook
non-return.  Does your district have a step-by-step process to ensure
that they've done due diligence in notifying parents that their student
owes money/textbooks?  After you've gone through a process, do you send
non-payers to a collection agency?  

We already with-hold diplomas, use no-go lists for 8th grade activities,
hold student schedules during pre-registration, make arrangements to
work off debts, etc.  Since we're a large K-12 district and use Destiny,
we can track student overdues/lost books for years potentially.  We're
trying to determine when enough is enough and what to do about it.  

We're specifically interested in getting information from any district
that uses collection agencies.  What are the consequences of going to
this solution?
