[CALIBK12] Extending Lending Privileges to Parents

I worked on a joint library project for Sonoma County about 8-10 years ago.  There were legal ramifications and financial ramifications for joint libraries, and just having the public on campus was a big one.  However, if it is just parents, and they check in at the office,  it should work OK.
