[CALIBK12] a question of taxation (and budget codes)

We are always required to pay tax on our database subscriptions, but not on our support agreements.  The code is 4300.

The Business Services department in our district has been going through
many changes recently, and is not sure of the answers to these
questions--do any of you?
1. Online database subscriptions--we think they are not to be taxed, but
according to what tax code?
2. What Object Code do you use--4300?
3. What about ongoing library automation license upgrade and tech support
renewal? 4300? 5800? taxable, not taxable?
