I emailed the person in charge and she assured me she would be calling to get permission. But now I wonder if she was looking for homemade videos. Thanks for your input. It was good back-up for me.

I can't believe that a TV station doesn't know and want to follow copyright laws. if you comply with this request you would be aiding and abetting. In theory you could go to jail with them.
Most educational videos have limited public performance rights. These usually allow public performance inside a school, such as in the cafeteria or on a bus trip. (Fair use already allows use in the classroom as part of curriculum.) Your videos do not come with the rights to broadcast them to the outside. The TV station would have to negotiate for those rights.
