[CALIBK12] I need your help

This has been instructive and thanks to everyone for the information on
county services.  I think Tom Kaun nailed the issue for us here in Santa
Ana, though- equity.  We're "in compliance" since we have LMT's at the
high school and district levels. In fact, we offer most of the services
that Tulare County does from the district level except for their
excellent standards-based catalog overlay software. Our library services
are also "equal" at secondary schools in that each level has the same
staffing. However, because of the way most elementary classified staff
is funded, some principals just don't think they can afford to hire a
library tech next year (principals only get 3 classified FTE's ).  They
see their options as violating the classified contract by having
teachers or other classified staff check out books, or closing the
library altogether.  This will mean some elementary schools will have
libraries and others won't. So did I get this right?  Ed code requires a
district to provide library services to students and teachers somewhere
and somehow within the district but not necessarily at each school site
and not necessarily equally to all students and teachers.  Sounds like a
lawsuit waiting to happen to me too.....

Good question, Richard

In Tulare County we have excellent County Office of Education library
services, headed by Elainea Scott. She provides service including
Discover Ed United Streaming, California Streaming, World Book Online,
Tumble Books, Facts on File, and other online services, plus books and
videos all linked to standards, delivered weekly and available to be
reserved in advance online or by telephone. They also maintain a teacher
work center with die cuts, lamination, etc. and do repairs of all
electronic equipment from overhead projectors to digital projectors. All
this is supplied for about $7.50 per student per year! Tulare County has
more small school districts than any other county except LA; these
services were set up to support them.

Nonetheless, there are several districts that do not subscribe to the
services. They do not have Teacher Librarians so they are "out of
compliance." These districts still receive full accreditation, full
funding, and even get distinguished school awards from time to time.
When I worked for the county I talked often with Barbara about this - it
seems no one at the state level has been willing to enforce the paltry
requirement listed in the Ed. code. 

This should be a focus for CSLA lobbyists - we will never get teacher
librarians in every school until this small first step is enforced.

Cheryl's letter brings up a question I've been pondering since the
budget crunch began and some of our principals have proposed closing
their libraries.  I've been preaching Ed. Code - 
18100.  The governing board of each school district shall provide
school library services for the pupils and teachers of the district
by establishing and maintaining school l!
 ibraries or by contractual
arrangements with another public agency.
 
18103.  The libraries shall be open to the use of the teachers and
The pupils of the school district during the schoolday.

This sounds like districts are required to maintain libraries.  The
"contractural arrangements with another public agency" part is
disturbing, however.  Does anyone know what that actually means and how
it impacts the responsibility to have site libraries - if there is such
a responsibility?
