[CALIBK12] "stable" report in the works

Thank you to everyone who has sent in information so far about "stable"
library programs. A couple of people shared their details but asked that
their district not be explicitly named, which made me think to mention
that option to others who might otherwise feel uncomfortable sharing.
Also, if you could include the # of schools in your district, and what
combination of certificated and classified staffing is at the different
school levels, that helps. Some have also mentioned where their funding
comes from, if they know. I'll try to get the compiled chart out this
weekend.
