Well, I tried the catalogs of some of the larger libraries. LA Public Library has it from 1963 to the present. USC and UCLA don't show their holdings for back sets of this in the time I spent looking for it. CSULB has some back holdings on microfilm. A library with a large music collection might keep holdings.
 
I tried the Library of Congress and you can see some of the history of the publication on the attached sheet I copied from the LC full record and it looks like they have some back sets or microfilm of the old titles. A public or university library could ask for an ILL copy of the article for him from LC if he can't find it locally or in a microform collection. He might have more luck searching the actual author and title of the article, as Google Scholar seems to turn up some things like that.

Great ref question for a quiet Friday afternoon! Let us know if he actually gets anything one of these days.

My son sent me this request.  Do any of you know how to locate an old magazine such as this?  Proquest's database goes back to 1988, so an electronic version is not an option.

I'm trying to find a copy of Billboard Magazine from 1955. I believe it might have been called "The Billboard" back then. The week is either January 19 or 22, 1955.
