[CALIBK12] to cite or not!

I believe Ann's question was why cite? I generally give three reasons.
1) Let others know that you did not do the original research (often in middle school and high school). You looked at someone else's work (can lead to discussion of primary and secondary sources).
2) If your teacher or fellow student wants more information on the same topic, or wants to disagree with some point you've made, you can point to the "expert" you consulted in your research.
3) You can find the source(s) again quickly if you forgot some point or need more information (this is especially true with websites).
As others stated, explaining the concept of fair use would be necessary too. Good luck educating the staff.
