What do they want it for?  To create a Virtual Classroom?
Moodle is great but they should do a PD on this or you.  It is a "free"
software but our ed tech people said that there are cost to implement it correctly and there are other service issues such as bugs etc.  If there would be one point person to develop expertise then this would be possible.  Orange County Department of Education has developed a relationship with angel learning.  Your county educational office might have a product they are using or developed a consortium with and that your school might get special pricing on.  The biggest issue when using one of these applications is to make sure you would get quality serve when you encounter issues.
