[CALIBK12] Lost book fines?

I work for a private K-8 school. We just had our last day Thursday. A couple of things happen. I give them until the last minute of the last school day to turn in books, no questions asked, no late fee charged. My assistant then prints a master list of students who have not returned their books, and that is turned in to the front office. They in turn withhold the report cards of said students until the accounts are settled. If they do not settle by the end of July, then the business office charges them through their monthly statement, and the funds are applied to the library budget. I understand your frustration, truly I do. I call parents weekly, I visit classrooms and talk to students and even go through the classroom itself trying to recover books. Every effort is made, and I make no qualms informing the parents of my efforts, and that the time has come to settle up their student's account. Most of the time they pay on the spot or send in a payment. They few that refuse
are dinged by the business office.

I am working on an acceptable use policy for our library next year and could put this in it, but can't phrase it diplomatically right now (due to my fury about this!). Do any of you have copies of a policy you would share? We are a K-6 private school expanding to 8th in the next two years.
