[CALIBK12] Info about the need/benefits of subscription databases

Hello,
 
Our district is evaluating our subscription databases as part of an effort to find areas to decrease costs.
 
I am trying to locate information stating that California is one of only three states in the nation that does not provide subscription databases for their schools.
 
If you also know of any of other information about the benefits of subscription databases, that would be great.  
 
I found some great screencasts that Proquest created from the CSLA website http://schoolibrary.org/leg/samples.htm
 
Any other studies, facts, or general info about their importance would be very much appreciated!
