Teacher Librarian Services Credential 
The Teacher Librarian Services Credential authorizes the holder to
perform all of the following duties:
Instruct pupils in the choice and use of library materials
Plan and coordinate school library programs with the instructional
programs of a school district
Select materials for school and district libraries
Coordinate or supervise library programs at the school district or
county level
Plan and conduct a course of instruction for those pupils who assist in
the operation of school libraries
Supervise classified personnel assigned school library duties
Develop procedures for and management of the school and district
libraries

The CSLA Standards and Guidelines for Strong School Libraries states
that the district LM supervisor *possesses a California teaching
credential and Calif. LMT services credential. In addition, some
districts may require an administrative credential and/or a master*s
degree.*  p. 23

Hi all:
Under that same section this manual mentions a *Note: Holders of
General Elementary and Secondary Teaching Credential may only provide
library media services at a school site and may not provide library
services at the district or county level.* 
 
So my question is: What additional credential(s) does it take for a
person to provide library services at the district or county level?

For those of you in districts considering cutting library services, the
link below brings you to a CTC Handbook (Revised September 2007) which
might provide some support in attempts to save positions and funding.
Scroll to section "N" which discusses School Librarian/Library Media
Teacher Services. The second page includes Assignments Notes which is
quite clear about the need to include credentialed librarians when
providing library services.
