[CALIBK12] 4th grade reading and prison facilities

Here is a blog on the topic of who  first said this about reading failure
and prison facilities.  I really find this one of the frustrating things
about blogs, they tend to be a lot of heresay and gossip so I don't really
attach much weight to the content.

Toward the last he comments on prison officials checking how many 4th
graders are failing Reading so they can plan adequate prison facilities.
