[CALIBK12] What the Ed Code says (fines, witholding materials, liability, time deadlines).

Hmm, I notice that the Ed Code contains the words _maliciously_ in one section
and _willfully_ in the next. Most of our patrons "can't find" the overdue
material, or it was damaged accidentally, e.g. dropped in a puddle, carried in
a backpack with a leaking container of liquid. If we only fined the ones we
thought were intentional, we'd probably collect about two a year.
