The Technology Counts 2008 report grades each state on issues related to technology including access, use, and capacity. California does not do well. You can see the report for California here:

However, here it is in a nutshell (but, yes, you still must go read the report! It contains information not listed below).
California Average State
Access F C
Use of tech D+ B-
Capacity B- C
Overall D+ C+
One of the important pieces of information that comes out of the report is that California does not have any stand-alone standards for technology. They are embedded in other areas (which likely means that they are never taught).
A second piece of information: When asked who provided technology support on their campus, the largest percentage was "full-time teacher". Then there are three other people listed. Library folks do get mentioned, but not until fifth place at 12%. Not good.
