[CALIBK12] stable school library programs

Attached is a chart of 32 California school districts reporting in
unofficially about their relatively stable library programs during this
time of severe budget cuts throughout the state. They're listed in no
particular order; I compiled them more or less in the order I received
them, and did not have the umph to reformat it alphabetically (should have
done it in excell.....). Some folks provided a commentary, too, but I had
already embarked down the path of brevity in reporting so did not include
those comments in the chart. However, I attached them separately, as
"comments". 

I hope I accurately compiled the information, but of course may not have
so please offer corrections.
