[CALIBK12] textbook library book funding

I think the thought is not to co-mingle, but to allow flexibility in when new textbooks are purchased. Particularly in some content areas, there may be little new content information and few pedagogical changes.
 
In other words, it would affect textbook purchases, but not library purchases because that flexibility is only being requested from the textbook side of things.
