The following statement was included in information about the Recording for the Blind and Dyslexic. (aka RFB&D)

"However, the state library has a division that can help or you
can go directly to the federal program - check http://www.rfbd.org Note
that people with dyslexia or who are slow learners are not covered."

Here is the correct information about who is eligible from the website listed above:

"RFB&D's library contains countless titles in a broad variety of subjects, from literature and history to math and the sciences, at all academic levels, from kindergarten through post-graduate and professional.
Anyone with a documented disability—including a visual impairment, learning disability or other physical disability which makes reading standard print difficult or impossible—is eligible to use RFB&D's audio textbooks but in order to access our library, you need to become a member."
