[CALIBK12] Damage Fee

I have been asked to help clarify a damage fee policy in our district.
If your district has a guideline or board policy detailing what
constitutes a set damage fee versus full replacement cost of a library
textbook or library book I would appreciate a copy.  Thanks so much for
the help!
