[CALIBK12] textbook collection

Dear Colleagues:
 
Our district is struggling with a huge number of textbooks not being
returned each year.  We send notices to students and letters to parents,
call home, call students into the library asking them to return the
missing books.  
 
With the budget crisis, this has become a real issue for us.  Our
district leaders have scheduled meeting to try to find a solution for
this problem.  How are other districts handling this problem?  Do any of
you use a collection agency?
