[CALIBK12] periodical databases rationale

I understand that none of the newspapers and periodicals in our databases are available for free, at least not beyond the latest issue. Even our local newspapers don't give us access beyond the current day. Also, there is the access to back issues available for research, all nicely indexed and searchable. I refer to our databases as our "virtual library" that we would not be able to afford or store in our building, and they usually get it.
