[CALIBK12] Employee Debts

My policy is pretty much not to charge teachers.  I believe that most 
teachers are doing their best to be responsible for the materials, and I 
don't want to discourage use of the library for teachers any more than 
for students.  In very rare occasions...maybe three times in 30 
years...I have had a teacher who so abuses check out privileges that I 
have resorted to charging.  Then I do it privately, with the teacher.  
In these cases, as with students who need it, I make deals.
