We use a very low-tech solution.  We don't charge for printing but normally limit students to 5 pages per class period.  We have all of our printers set up in a printer pool and the pool is kept on PAUSE.  The student computers don't have the ability to UNPAUSE the printer pool.  On some occasions we do open the PAUSE when a class is well-trained and careful with their printing.  Any staff computer, including the notebook that I teach with, can instantly open the print queue to print the jobs.
