[CALIBK12] Textbook fines and damages

Thank you for your input on this subject.  For the record, I do not charge or collect daily overdue fines.  The fines generated are for the full value of the book and/or the rebinding fee.

Once again, I ask for your help.  I need the Ed Code pertaining to textbooks and parent/student responsibility.  I am putting together the information I have and presenting it to the school board.
