[CALIBK12] textbooks and testing

Thanks to everyone who responded to my textbook and testing query. Your information was helpful and was confirmed by our superintendent. Evidently because we're a pi district even though we are not a pi school we have to take advantage of the textbook adoptions. I guess it is up to the state budget at this point. No money savings locally.
