[CALIBK12] speaking of copyright

The English department at my school is developing its own department-
wide formative and summative assessments (similar to LAUSD's periodic
assessments--dunno what if other districts have something similar).
They are modeling it after the CAHSEE and CST, so it will have
articles and short stories followed by questions. I know that
individual teachers have limited copyrights (i.e., copying an article
found recently for a one-time use, right?) but these assessments will
be used by everyone for years. Can anyone help me figure out how to
get the rights to the articles and short stories we choose? Is it
prohibitively expensive and are we better off just writing our own
stuff?
