[CALIBK12] Book title help

Dear CALIBK12s,

  I am looking for a book title.  This is the information the patron
recalls:

 

"Sadly, I cannot remember the name or author of one of our
favorites--and neither can they---but we thought maybe you'd know it.
It's a story with amazing color drawings---the story is about a worker
who is responsible for drawing some mundane part of the sky and somehow
I think he ends up having responsibility for and drawing these amazing
sunrises and sunsets.  Does that ring any bells?  It's not Section 7 by
David Wiesner.  It has to have been published in or before 1993.  Let me
know if this rings any bells, would you?"

 

I thought perhaps Eric Carle's Draw a Star but that's not it.  Anyone
out there have another idea?
