This might be a long shot, but the description actually reminds me of The Magician's Nephew by C.S. Lewis.  It doesn't involve televisions, but does involve a couple of children, attics, time travel, and a central no-man's-land that has pools, not t.v.'s, that can transport the children from land to land and various times.  It's a great read, although maybe not what the mom at your library is seeking.
Best,
Karen

i had a request from a mom
at our school asking about
a series of books she read
as an elementary student
during the 70s. the premise,
as she remembers it, involved
2 or 3 children visiting their
uncle and while looking
around in his attic they see
some tvs that are not plugged
into the wall but nevertheless
allow them visit other places,
time travel of a sort??
does this sound familiar
to anyone out there?
any help would be most
appreciated!
tia!
