[CALIBK12] Accredited school library media programs in CA

it's because Calif. has an agreement with the CTC and 
NCATE so that NCATE accredits UNITS, which means ALL the 
associated programs AND the unit as a whole, which is 
actually more rigorous. It is NOT required that AASL 
review the librarianship program for it to be 
NCATE-accredited. CSU Long Beach's librarianship program 
is NCATE-accredited and state-accredited as a result.
