I got numerous responses to my request for books on deaf culture (high school level).  Thanks to all who replied!  Most people recommended Of Sound Mind by Jean Ferris.  Here are the other suggestions I received:

Everybody Here Spoke Sign Language by Nora Ellen Groce
Apple is My Sign by Mary Riskind

Someone also recommended this site.  It lists books with deaf characters
