[CALIBK12] Library Advocacy next steps

I just don't buy the funding discrepancy argument as an excuse for cutting out librarians. My district is nowhere near the top in terms of per pupil funding, in fact it is just south of average. Our feeder districts receive comparable funding yet some of them cannot maintain library positions. It is a matter of priorities and good, prudent fiscal management.

The way different district can do different things often has to do with
funding. The discrepancy in district state income is HUGE!
