[CALIBK12] Library cuts and conference

Another excellent "volunteer" situation which takes time and commitment.
May be need ribbon sashes (We had them when we were at the White House
Conference to identify the non-delegates who had access the the delegate
seating area to deliver messages and things. It made us pretty important
if someone in the audience needed to have a message sent to a delegate.)
and different ways to identify the way different members of CSLA advocate
for school libraries.
