[CALIBK12] Ed Code on Replacement Book Charges

Hello Calibers,
 
I have been charging an average price of $22.00 for lost library books since 1992.  I would like to raise the price to $25.00, but I want to make sure that charging an average price instead of charging for true replacement cost is legal and in the ed code somewhere.
