I haven't ever heard of passes to the library being required during passing periods, before school, after school or at lunch. I require any student to have a pass from a teacher during class time. If students have an unscheduled period they should carry their class schedule with them to show that they are not truant from class. Does this recess/tutorial happen throughout the day? Are they assigned to a homeroom? If they are assigned to a classroom, then the person in charge should issue passes to the library if they need to go there to do research.
