Digital Textbooks and Williams Settlement
The Williams settlement requires that each student physically have a
textbook in hand. Not all students have computers and access for some is
difficult. Most publishers provide electronic copies of the textbook with
the adoption but Williams will not accept this as proper substitute for
the reasons mentioned above and in other posts.

At the moment that we persuade a child, any child, to cross that
threshold, that magic threshold into a library, we change their lives
forever, for the better. It's an enormous force for good. U.S. President
Barack Obama
