The National Council of Teachers of English has a time-tested model  
policy that has worked well for many years all over the country  
(begin cf. <http://www.ncte.org/search?q=Read-In>). But such a policy  
functions successfully only if the members of the school committee/ 
board are thoroughly familiar with it, have discussed its  
ramifications, and formally approve it so that it becomes official  
policy and the school board "owns" it. That kind of ownership  
requires continuing effort by teachers, librarians, supportive  
parents, and intelligent, committed administrators to educate the  
board and the community about the purposes of a library  --all this  
so that the members of the community-elected board/committee know  
that they are not alone when they support a challenged book.
